Specific committees
Specific committees are set up at the beginning of each ordinary session upon a proposal of the Assembly Bureau. Each member should join one committee, and he may, with the approval of the Assembly Bureau, join a second committee to benefit from his qualifications and experience. Each committee elects from among its members a chairperson, two deputy chairpersons and a secretary. These committees cooperate with the Assembly in practicing its legislative and oversight competences. Each committee studies and expresses its opinion on bills, motions for bills, resolutions for laws…etc. referred thereto by the Assembly in accordance with their specific competences.
The Committee on Legislative and Constitutional Affairs
It specializes in constitutional affairs, the Rules of Procedure, legislations supplementary to the constitution, legislations pertaining to the Judiciary, assisting the Assembly and its committees in drafting legislative texts. It also undertakes members' affairs, membership validity and immunity.
The Plan and Budget Committee
It specializes in studying the general plan and budget of the State, other budgets, and annual and regular reports of the Central Organ for Auditing, its reports on final accounts, legislations pertaining to taxation, fees and financial systems. It also considers the People's Assembly budget and other matters within the competences of the ministries and organs specializing in planning and finance.
The Committee on Economic Affairs
It specializes in considering the economic policy, monetary and credit matters, remuneration, pricing, insurance, loans policies, domestic trade, provisions, distribution, consumption, cooperative consumptive, foreign trade, economic and commercial agreements and other matters within the competences of the ministries and organs specializing in economy and economic cooperation.
The Foreign Relations Committee
It specializes in studying the international situation, international political developments, Egyptian foreign policy, international conferences, international relations and political agreements and treaties. It also participates in the negotiations held with parliamentary delegations in the field of foreign policy and the legislations regulating diplomatic and consular services and meeting receiving parliamentary delegations concerned with foreign policy.
The Committee on Arab Affairs
It specializes in relations with the Arab countries, the Arab League and its affiliate organization, matters related to integration, unity, agreements and treaties with Arab States and the political aspects of the Arab Common Market.
The Committee on National Defense, Security and National Mobilization
It specializes in the State domestic and foreign security, crime fighting, the affairs of armed forces, civil defense, popular defense and emergency forces, legislations pertaining to army and police officers and soldiers.
The Proposals and Complaints Committee
It specializes in considering motions for bills or wishes presented by Assembly members as well as the petitions presented by the citizens. It also meets with citizens to study their proposals, problems and petitions.
The Labor Force Committee
It considers labor's affairs, relations, administration, productivity, legislations pertaining to civil servants in the government and public sector, social insurance and syndicates.
The Committee on Industry and Energy
It specializes in the general plan for industrial production, assessment of projects, electricity in the ARE, electrification of the country, distribution of energy, maintenance of power stations, the oil policy, agreements on drilling for oil, the general policy for developing and exploiting the mineral wealth.
The Committee on Agriculture and Irrigation
It specializes in agricultural production, animal wealth, fisheries, agrarian reform, land reclamation, agricultural cooperative societies, agricultural credits, irrigation and drainage, promoting Egyptian villages, laborers and farmers.
The Committee on Education and Scientific Research
It specializes in matters pertaining to all types and stages of education, universities, scientific research centers and the elimination of illiteracy.
The Committee on Religious, Social and Wakfs Affairs
It considers matters pertaining to religious and Da'wa (the call for Islam) affairs, mosques, places of worship social care, juvenile care, families, children, societies, charity and social associations and social development.
The Committee on Culture, Information and Tourism
It specializes in cultural and information services, fine arts, literature, monuments and tourism.
The Committee on Health and Environment Affairs
It specializes in health, protective, therapeutic and pharmaceutical services, health insurance and education, first aid and emergencies, nursing, health care for school children and university students, fighting endemic and epidemic diseases. It also considers environment protection and combating pollution.
The Committee on Transport and Communications
It specializes in land, maritime, river and air transport, the Suez Canal, harbors, roads, bridges, post and wireless communications.
The Committee on Housing, Public Utilities and Reconstruction
It studies urban and rural reconstruction, housing cooperative, public utilities, building materials, urban planning and new urban societies.
The Committee on Local Government and Popular Organization
It specializes in local government, popular organizations and the legislations thereof.
The Youth Committee
It considers youth welfare, spiritual education, sports, clubs and youth centers, the High Council for Youth Care and Sports, sports federations and competitions.
