General Comm.

It is set up at the beginning of every ordinary session, under the chairmanship of the Speaker, and includes the two Deputy speakers, committees chairmen, representatives of political parties and five other members selected by the Assembly Bureau, provided one of them is an independent in case their number is not less than ten.  The General Committee chairman summons it to meet and draws up its agenda, runs its debates, adjourns its meetings, and announces its decisions and recommendations.

The General Committee discusses general and crucial issues which the President of the Republic, the Prime Minister, or the Speaker wish to exchange views with the Committee thereon or keep the committee members informed thereof.  It studies the periodic reports referred thereto by the Assembly committees on the follow up of effective governing regulations as well as important petitions and complaints that constitute a public social, economic or political phenomenon.  Further, it probes reports compiled by control organs and bodies on any public phenomenon that constitutes a menace to or an infringement on social values or discloses deficiencies in legislation, regulations or administrative systems of public utilities, agencies, local government units or the private sector.  It studies the issues referred thereto by the Ethics Committee and the third chapter of the second unitof the rules of procedures discuses all the rules which organize the  Assembly General Committee
